The American Chamber of Commerce in Albania organised the The First 2009  BUSINESS FORUM with a Special guest  Mr. Arben Sefgjini, Director of the General Tax Directorate.

The General Director of Taxes Mr. Arben Sefgjini and his technical staff  met with the American Chamber of Commerce members. This forum, became now as a tradition, was focused on problems of the implementation of the Law On Tax Procedures. The Director, Mr. Sefgjini, remind to all participants the new law coming eliminates the contacts with the tax inspector for the declaration, but they can declare and submit on line. They will be audited based on the assessments methods and will present to the inspector the accounting books, thus according the new law are not enforced to go to the tax offices. Even the new structure of General Directorate of taxes bring some facilitations, the business is still meeting difficulties that are not clarified by the law of by the tax inspector.

The American Chamber Board Directors wanted to focus on what is more important, and that is not the law itself, but how it is implemented. “We have discussed  a lot on how this law it is affecting business, but we find out that many problems are generated by the way the law is implemented by tax inspectors, or even worse, because they are not familiar with it”, - said Mrs.Floreta Luli-Faber. Business is very concerned on the procedure of presenting the new financial statements by March 2009, because of the lack of training, any delay caused by the lack of information, or even worse, by the untrained tax inspectors, it’s the risk to be subject of penalties that truly affect business costs, even more with the new law it is not defined the bank guarantee, only cash payments.
